OCCURRENCE: Rare.

OBSERVATION: This is most often the result of some programming project related to the messaging application and the Twilio product. (Thus the tWc code name). It should not happen randomly.

ACTION: Escalate to Tier 3. Identical tickets can be erased except for the oldest. Similar tickets can be groups.
